WHAT IS THE CLERGY BOND PROGRAM (CBP)?

Today, there are approximately 1150 men incarcerated in St. Louis County Jail with 232 who meet our criteria of being non-violent and non-sexually charged. These men are charged with lower-level C, D felonies and misdemeanors and are awaiting their court dates.

The St. Louis County Justice Services Department including: correctional officers, case managers, case supervisors, floor managers, and the Director of Justice Services screen, evaluate and vet and recommend potential candidates to The Clergy Bond Manager who further vets and also assess these potential candidates. Once approved, the The Clergy Bond Manager advocates for them to a highly experienced PRT Group consisting of prosecutors, public & private defenders, judges, mental health professionals, plus the Director of Justice Services.

If approved by this group, these men are referred back to their attorney, their case prosecutor and ultimately their judge to work out a proposal for them to be released to The Clergy Bond Program’s Home Plan.

II. OUR CLERGY MENTORS

A newly created position/role in the Clergy Bond Program are the Clergy-Mentors (C-M’s) who are experience pastors (clergy) and other church leaders who come along side and closely walk with an assigned “resident”. Note: to date we have 15 men who have signed up to be Clergy Mentors.

THE CLERGY BOND PROGRAM IS TARGETED TO REDUCE RECIDIVISM

We believe the Clergy Bond Program has the potential to significantly reduce recidivism because of it’s unique, one of a kind partnership with:

  1. Justice Services

  2. Clergy Mentors

  3. An approved safe Home Plan.

A recent national Justice Department study of more than 400,000 prisoners found that 83% of them after release will be arrested again and brought back to jail and prison. That’s an 8.3 out of 10.0 “recidivism rate”.

Our Clergy Bond Program will pilot test if we can reduce the recidivism rate from 83% to, hopefully, 63%, and if we can, we will save a significant amount of tax-payer money every year.

If we can reduce this recidivism rate by 20 percentage points, that’s 23.6 men (of the 118 men from our targeted group) at a cost of $120/day to house them in jail/prison x365 days/year or over $1,000,000 a year. And, if the recidivism reduction is 30 percentage points, that’s 36.1 men or over $1,500,000 a year in savings.

Also, many of the jail/prison population in St. Louis are released back into their communities and do not have an approved home plan or support system and many of these men and women end up homeless and living on the street. Hence additional savings can be realized if we can keep them from ending up on the streets.
